In 1970, several consumer and provider organizations interested in special
education formed the Citizens Committee for Mandatory Special Education. The
committee drafted the Mandatory Special Education Law (Public Act 198) and
worked to achieve its passage in 1971. In 1975, several of these same
organizations founded CAUSE, and in the years since, additional groups have
joined the alliance.
